Obvious reason: some formats are overkill
The article talks of two different things: The first is "Improved Audio Reproduction" as represented by DVD-A and SACD. I think there's an obvious reason why they haven't caught on--you have to listen really hard to hear any difference.

There are people in the audio world who spend hundreds of dollars for special speaker wire, when double-blind tests show absolutely no improvement. These are the people who would go for the new formats, but there just aren't that many of them. 44.1/16-bit audio (the standard CD) is very, very clean when done properly.

Surround is another matter. I've done several DVD documentaries with 2/2 Dolby Digital surround, and the effect is very nice. After you've listened to 4-channel true surround, stereo sounds like, well, like mono.
