Looking at gardoglee's example, power companies switched to AC because it was in their own best interest to do so, not because of a government mandate.

Likewise, OButterball suggests that computer users and computer companies not named Microsoft should move away from NTFS file format, seeing as its specs have never been made open, on their own accord. Unfortunately, this would require OEMs to cooperate by defaulting to a third party file format (as FAT32 won't cut the security requirements), which means adding a kernel space driver which would allow the partition to be read at boot time.

Like the AC/DC example, seeing as adding that third party driver will be no small feat, you have to make a clear cut case that it would be in everybody's best interest in the long run to do such a thing. However, the openness of NTFS is really only an issue on non-MS software, so you'll need a critical mass of people using a non-MS system for it to be worthwhile to have a third party file system. And that we don't have yet, not in the desktop space anyway where it would be more critical. The server space isn't as much of an issue because you have IT professionals porting the data, and they have the ability of dealing with NTFS's read-only capabilities for the time it takes to port the system (although if it were never NTFS to begin with, it would be a whole lot easier). But desktop users normally like to dual boot for a while, and that makes it difficult to share data amongst different operating systems.
