Flawed counter argument
You can make any changes you want, copyright does not prevent that. I can download whatever web pages I have legal access to and make whatever changes I want on my computer. I just can't put them back up on the web or put them in a book or other media.

The question is whether or not what Google is doing is "republishing". IMHO, no, since it's all done with a program run by the final consumer of the product.
