You are kind of describing what they want to standardize.
To make it all work, you need a standard forms language so that browsers can receive the form and know what to do with it as the user interacts with it. That way, all the servers and the browsers can interact with each other. It is not enough to just specify how the interface works, you have to specifify how the data will be exchanged and verified, and what gets done on the server, what gets done on the client.
