I agree about the default accounts created at installation. As far as software installation, however, that is entirely up to the software maker. Any software could be installed with reduced privileges, or could prompt for the admin password. It's not Microsoft's fault that software developers don't do that. It IS Microsoft's fault that Microsoft's own software doesn't do that.
One thing I've noticed is that when I attempt to install software on my XP system from a user account, XP asks me if I want to install the software just for my own account or for all accounts. That certainly seems to be a great improvement over how it used to be.
