How about total lockdown
It could be worse.
How about if all the content authors and patent holders got together and formed an alliance. They would fund it of course. Lets call it operation content authentication (OCA)for now. OCA would be a lot like the BSA guarding IP.

The OCA could purchase equipment and install it alongside the ISP's equipment. This would cost the ISPs nothing but would be a revenue stream for them. The ISPs wouldn't have to maintain them. The OCA would hire personnel to do it for them.

All the equipment would have to do is to monitor all outgoing packets 1-65535 ports and autoclamp on any infringing file. If it is encrypted, without key 127.0.0.1. With a key if legit it would be allowed thru, if not 127.0.0.1. Since everyone connects to the internet thru an ISP, there would be no way around it. All ISPs will want the legit seal of approval plus some revenue.
If I were them, I would start installing this equipment on broadband first.

If you continue to try to upload files, a time stame with your ip address will be forwarded to the authorities. The first 5 will be mulligans before it gets sent on. Fines of $200 dollars at first should deter most.
