What if...
...they don't have the key and you have no desire to give it to them? Refusing to allow the ISP to inspect your file is not grounds for guilt.

Also remember the key can be sent to the receiving party though other means. Like e-mail. Are they going to start inspecting your e-mail too?

The point is that once they get their foot in the door they wind up in the end getting a free ticket to monitor whatever you do online, and that isn't right or legal.
