Is there legit adware?
There can be, when a user gives knowing consent. Yes, there are such people.

Apparently this isn't the mechanism, but self-regulation is better than no regulation.
The self-regulation must be very specific in its rules, and insistent in applying them. The rules should be devised by an advisory committee without interests, and not hostile to the concept of voluntary adware.

This effort may have failed because the membership was not determined to use elaborate enough mechanisms for regulation.
