not bug: some international characters look like latin characters
it's as simple as that.
A with an accent looks similar enough to A without an accent for someone to accidentally click on it without realising.

That isn't a bug.
the proper way to deal with this is Paypal and people to buy up any domain name that LOOKS similar.

If someone phishes like that also, Paypal (etc) should smash them through the courts (can always find people through IETF->Verisign and so on).
