Really Dumb idea
The Tin Man who thought of this scheme obviously is suffering a bad case of rust on the inside of his hollow metal head.

Lost costs for bandwidth use is peanuts compared to the lost work time that the employer is paying the employee.

Who cares about the 5 cents lost to find and download an MP3 song when the employee spent 30 minutes surfing for it at $20 an hour?
