Whose to decide?
Who decides what activities constitute work vs play? If I'm researching a problem, I may hit a number of web sites as I search for information related to my problem. Some sites will be dead ends; others will bear fruit. I may hit up newgroups, blogs, IM, as I search for information to help me resolve my problem.

Part of this research will lead to some associated reading which may or may not be relavent to resolving the problem at hand. Some will be work related; some will be interest related; all contributes to an employees overall knowledge level.

Who decides what is work related and what is not?

- If I watch a video (high bandwidth activity), is that work related? If not then all of those videos on the ZDNet front page suddenly become verboten.

- If I download an update (virus or patch) or perhaps download a trail version of a program I want to try, is that wasting bandwidth or a good use of company resources?

They are approaching this like they have a way to tell which of the millions of websites are good and which are bad. They think they can figure out when doing a download is business or pleasure.

Me thinks their persuit is foolish.
