It is out of choice or... lack of one.
Leaving aside which engine is better... blah blah blah... Here are some other reasons.

One engine (Gecko), on multiple OSes. That is a lot easier to maintain, work with, and keep track of than multiple native OS engines (Explorer for Windows, khtml for KDE/Mac, and Gecko for Gtk), on multiple OSes. Muliple native GUIs aren't a big deal. Remember, Firefox runs on multiple OSes so it is best to leave it as separate from the base OS as possible. Especially since you have no control over the OS specific engine and how it will evolve.

There is also the idea of keeping it as far from the core of the OS as possible. Few programmers are comfortable with how entrenched Explorer is with the Windows kernel. From a security point, welding an app into the OS is rarely a good idea.
