Yes benefits are calculated as a % of your ending salary prior to retirement. They are also capped and taxed as income. BGs would have to return all his SS in taxes.

..Otherwise, we are basically just robbing the man of billions of dollars in return for nothing...

Currently the SS tax rate collects more money than it pays out. The surplus is spent by congress in the general fund. We are being over-taxed at the moment and any future shortfall will be paid for from the general fund (regular taxes).
Pretending that SS is seperate to the general fund and income tax is smoke and mirrors.

.. MOST of bill gates income is not salary so it wouldn't be eligible for SS tax anyway....

And that's really the point. He pays his flat 15% while you and I pay a tax rate from 4-20% and 7.5% on top (plus Medicaid). Should the rich pay a lower effective tax rate?

A flat tax set @15% would be all the rich pay. You and I would pay 15% + 7.5%.
