Look at the numbers
First, whatever the flat tax would be it has to generate as much if not more cash for congress.
With our current system there are people at the bottom paying zero and sometimes negative (rebate) while the top 5% pay 90%.

So with a flat tax who would be better off, presunimg that the middle class would probably come out unaffected?
Secondly, SS taxes cut off ~$87.5K.
Bill Gates SS tax rate would be as close to zero as possible.
His office cleaner faces an additional 6%[SS] tax on top of the flat tax in your scenario, not including medicaid.
I don't think poor people should pay a higher marginal rate of tax than billionaires unless the price of goods and services is similarly related to a flat percentage of your income.

In the meantime 66% of corporations pay no tax at all.

Maybe we should have a fairer progressive tax system first.

BTW, I do believe in starving Washington of money to try to reign them in. Spending is totally out of control.
