So the solution is to give up?
People will murder, steal, vandalize too. Should the police simply say "Sorry that your sister was murdered but ya know, you can't stop human nature."? Obviously not. You go after the people breaking the law to the best of your ability. You won't catch all of them but you will remove some of them and, more importantly, it acts as a deterent for dishonest people who are honest only when they fear the consequences of being dishonest.
