I think you don't understand

p2p is completely decentralized

If kazaa went out of business the software will still run. since it's the users that operate the system.
All developer site does is host ads and in some cases offer there own legal downloads as a separate peer.

It's useless to change the software to add filtering because people do not have to upgrade software. In some instances forcing upgrades to software would be illegal in many countries. That
and people don't have to voluntary install upgrades, so they will still have access with the old software without copyright/porn filters. Filters only work if the user wishes to voluntary accept them.

Now some have said use validation numbers when you first register (I wonder who that could be?...). And to invalidate the person if caught infringing.
It won't work. How is each peer suppose to block you? It's not the server that controls you. You connect to peers only. THe server connection is for the ads only (and for news/info/updates). In this case the peers would have to block you, which means every one has to have a block list to Download. This is not feasible because the software would spend too much time looking at each peer that's trying to connect and scan through the block list (try going through a growing list of millions of blocked people).

same goes for filtering. Each individual peer would have to get a list of banned items to for the software to scan through to filter out banned content. Not feasible for the same reason about. It would make the software so sluggish and most likely unusable. If you filter by keywords you wind up banning items that are legal and violate the 1st amendment rights of free speech (which is far worse). Free speech is a constitutional right - copyright is not. The courts must side with free speech first, thus making the case that filtering, if it bans legal speech, would be illegal itself.

The only course of action is going after the users or working out a deal with p2p to license content (like SOCAN fees).

You also have the ability to use DRM, which will be futile as well, because people will break it and the content will still be made available.

What can you do?
Answer: Accept that p2p is here to stay, you are better to make peanuts than get nothing for your work. You still have the ability to sell the hard copy in the stores. And as most users on the net will tell you the Retail Bought version is always better quality, Has more option , and for most games has full internet use which you can make $$$ from yearly net fees, and for commercial software you get Support (which you don't get from illegal stuff).

How do you reduce infringement ? reduce pricing, offer better quality, offer mor content, and offer online or other goodies you can't get from an infringed work.

The main reasons for infringement ....PRICING & Poor quality (getting ripped off)

People don't like getting ripped off for bad software or media. Spend $200-$1000 on software that's a piece of CR4P, let alone pay for something that expensive. My last C++ Compiler I bought was well over a couple of grand, the new one I would like to get is even pricier.

I myself have about 1000 music CD's (store bought), I would rather have the store bought than the mp3, But I would still like to have the mp3 for portability in any player. I don't want DRM stuff that is not portable or won't work all the time and only in certain players.

Same goes for movies, I want to be able to play it anywhere on any machine and the ability to back it up (as with any media (because all media can fail), and to record my content from TV.

I myself am not downloading any infinging content or offering any with any p2p.

But I quite agree with this rule "It can only be infringement is someone profits from another persons work"

Otherwise any copying and playing (even singing someone else tune) would be infringement. So whisting your favorite tune or playing your car stereo would be public display of a work ( an infringement)
