You don't license the movie when you buy a DVD
When you purchase a DVD you are purchasing product that comprises of Case, the DVD, and the content. When you buy it you own it outright.

There are laws on what you can do with the content much there are law on what you can do with rifle, a car, a bike, and so on. But you still own it.

This applies to all content be it CDs, DVDs, Tapes, Software, what ever.

Don't confuse the License agreement you get when you install software. Installing software copies the content and in copying you are licensed to do so under the terms of the license agreement that you must accept for the copying to occur. That is binding as long as that copy exist on your PC. Unistall it and the license is no longer binding. You can then sell say Windows 98 at garage sale.

No where do you agree to a license for CD music, DVD movies or Console games because there is no copying involved in using that product.

This open a legal can of worms in the case of DeCSS but common sense shows you should be able to make fair use of DVD. The law is not about common sense though.
