That's a background service that filters many web-based e-mails to allow POP3 clients to download from it. It is a GPL program.

I haven't tried it with Windows, but it works fine in Linux. Also, I've only really tried it with Yahoo, but apparently it also works with AOL, Gmail, Hotmail, and many others (see the modules page for a fuller list).
