This "reform" bill, I believe, was nothing more than a political move to try to convince the public that the congress was policing the government and doing something about all of the political money scandals that had been exposed previously. (for some reason, Clinton comes to mind immediately)

A good move politically, but I think you're right, it is closer to fraud than to "reform", and very dangerous. Great post BTW.
