- Measures of Performance: Precision and Recall

In the information systems, performance of retrieval is assessed in terms of Precision (closer the better) with reference to query and Recall (more the better) out of the collection of documents (information units) over which a search is conducted.
Without controlled meta-tagging of information units (content) and query formulation facility using the same meta-tags, one cannot objectively compare merits & performance of different repositories and retrieval systems.
Let's agree on those basics.
