There is a technology that solved the data portability problems many years ago, it's ASN.1.
ASN.1 never found it's way into the masses and this is due (according to experts) to the complexity of the technology and to the lack of inexpensive or free tools.
An excellent article appeared in IEEE's IT pro magazine 1 year ago. Authors Mudy and Chadwick discussed the use of XML in Web Services and showed between others that a piece of information can be from 3 to 10 times bigger if encoded in XML instead of ASN.1 (the best case with Zipped DOM XML).

One technique used before the advent of web services was to marshall XML information into HTTP requests/responses. This particular technique was denounced as a greedy consumer of the network's bandwidth at the time. Now web services are doing the same thing!

I thing that most IT strategists saw the problem but they followed the tide, because they expected that the telco capacities progress and cost reductions could rectify the problem.
