The Need IS: ?High Precision and Maximum Recall? of response to a query with reference to a collection of documents, even if dynamic.
Some ineffective means: Well-known and widely advertised
Some effective means:
?Better organization and meta-tagging of the documents likely to be looked up, even if dynamic? and ?Better facilities for Query-formulation and Interaction?. Well-known but less used.
Price: Not absolute but must be less than the cumulative value of use-?particularly in an economic set-up big or small.
