The key is in your quote of Jeff (and yes I seem to remember the same): "that the US government among others conspired to fake the terrorist attacks." Of course there are others involved, and it only seems natural that they would be Al Qaeda.

But they would NOT have been so successful were it not for the complicency of the U.S. government at some level (pretty high level, too). I compared it at one time to the movie, The Longest Yard, where Burt Reynolds played a pro quarterback who is jailed for something, then offends the inmate members of his own team who in turn just step aside and allow the defensive unit of the guards to cream him.
