What are you asking here?

As for Jeff being a whacko, so what? As the old saying goes, even a broken clock is right twice a day. The fact that police want to use this to track suspects doesn't mean that GWB ordered the destruction of the twin towers or the attack on the Pentagon. What it means is that cops want to track suspects remotely.

I can understand the judge's ruling since the police don't actually have to enter into someone's property or residence to plant the GPS tracker. They also don't need a warrant to follow someone. Am I bothered by the ruling? Yes, because I feel that the police should have a court order to plant a tracking device. Of course, it's still a long leap from this ruling to having all of your movements being tracked all the time.

As an aside, is there any reasonable expectation by the police that if a person finds that tracker, they must leave it in place? Personally, if I found one on my vehicle, I'd attach it to the first long-haul rig I spot at the highway rest area. If this kind of ruling stands, and it probably will, I can see a market for tracker detectors and jammers.
