It's needed and it will happen.
The fact of the matter is the existing laws are NOT effective in stopping infringement. (Simply look at any P2P) Anytime Congress or the courts have found a law to be ineffective they revist it and often tighten it up and/or make it easier to enforce.

Does that upset the crooks breaking the laws? You bet it does. Do they whine to high heaven and try to offer excuses? Again, you bet they do. Truth is, it's a easy way to figure out which side of being moraly and legaly correct they stand on. Take that into consideration the next time you hear people whining they may be easier to catch with a change in the laws...
