"Unlikely to collect," "We hope to recover at least his costs," So why bother charging this guys? If you confiscate all they own and shut them down they will open elsewhere.

Throw the scum UNDER the jail. Better yet confine them with Martha Stewart first then throw them under the jail. That's a good thing a very good thing.
