- Why doesn't copyright also stifle innovation?

I guess I don't see the difference. How does copyright protect software and yet still allow innovation, where patents don't? Is it because it's easier to 'get around' copyrights and make use of the ideas behind them? In that case, doesn't that make licenses built upon copyrights shaky at best?
