Gun locks not a good comparison

Not true. Some states, like NY, CA and Maryland require it, others, like Oregon do not:

What's also of note is that use of the locks is not required in any way whatsoever. The gun seller has to provide the locks along with the gun as sold. It does not have to be used by the purchaser. The gun lock laws leave the use up to the owner, treats the owner like an adult, and assumes they will be responsible for not abusing the product.
