Only one real problem with this
In 28 years, you'd have to pay over $1,000,000 to renew your copyright. I don't really think it's fair to force authors to pay that much just to protect their works.

I'd enact a shorter limit on how long a work can have its copyright renewed, and charge a nominal fee for the renewal so that orphaned works can become public property.

This would also eliminate a problem cropping up lately: authors who have their children as co-copyrighters. This ensures the work won't default to the public domain until decades after the child dies -- perhaps as long as 190 years, depending on how long the kid lives.
