The RIAA and MPAA should have no say
First of all they are not government agencies so why should they have any say in something being funded by government. Second I don't see a large percentage of the population in the US all having DSL anytime soon let alone something many times faster. So any worry about piracy is a little overblown.

As I have said in other posts the MPAA needs to change. They need to offer downloadable movies the day they are released at affordable prices.
Piracy is here to stay unless we go back to the pre-pc era so the MPAA and the RIAA need to live with it and and treat like radio, and hope that those that sample buy later.

Getting a movie in a minute or few seconds is really a true movie on demand service. Perhaps in 20 or 30 years may be sooner it will happen. Hope I am still alive to see it.

I also hope the laws are changed by then and the MPAA and the RIAA are no longer in the news.
