It's never been "free"
The "internet" is really a very large, expensive mix of hardware, including routers, servers, modems, wires (either phone lines, e.g. DSL, or cable TV lines). In both these cases, billions are spent installing and/or maintaining the hardware. For the most part, our access is granted over these wires as a small part of the supplier's costs. For example, the DSL bill of $40 added to the "phone" bill of $60 gives total "bell" income of $100/month. Take away the phone companies' "phone" and one of two things have to happen. They will stop servicing those wires you also use for your internet access or they will recoup the costs by increasing the cost of internet to account for the changing environment. These are not isolated items and the internet is not and never has been free.

Let's assume the phone companies all switch to VOIP phones (assumming technical details like 911 calls can be suitably fixed. That's a nightmare all in itself). Your "calls" will now be done by just another program running on the computer. But who pays for that program? who maintains it? more importantly, who maintains all the infrastructure needed to support it?... those same "phone" companies will but they will not be doing it for free.

The issues are all intertwined and complicated. Don't fool yourself into thinking it's simple.
