If you never hear music, do you buy?
RIAA should think about the following: Nobody will ever buy music they never heard. If they make it impossible to broadcast music (or make it so expensive that nobody wants to do it) chances are great! No artist will be able to advertize his music, and no listener will know there is anything new! Stop the broadcasts and you will do the artist no favor! Allow free broadcast in a lower quality than the CD and listeners will WANT to buy the original CD! I don't think the artists will be glad if the download quality is too high, and download is free of charge, but as music is marketed by radio nowadays, and maybe by Internet in the near future, it will be the best deal they can make: Give away a taster, and sell the real thing! In this way Internet downloads can HELP the artists selling their products!
