Isn't that a bit exaggerated?
I'll assert most users wouldn't know that "IE" means a browser, or what a browser is, or... regress as needed.

I'll also assert that insulting someone because they use IE is counterproductive if the intent is to interest them in other browsers, and that people who don't care about the issue are not ahm... faulty.
They choose not to care because they have better things to do with their time and attention. And they're willing to pay for what they're missing. A life choice, not an inadequacy. Not my choice, but respectable, certainly.
