While I admit to having Windows on my work machine because I have to, and do have IE available to me when I'm working on that machine, it doesn't follow that I will automatically switch from Mozilla (IE has never been my default) to IE just because there is something that IE will let me access, but Mozilla won't. If it's really important for me to access that information, I'll do it (and then send a complaint to the webmaster), but otherwise, I'll just assume the site is broken and go elsewhere (and the webmaster will never hear about it). I think you will find that is is common behavior for non-IE users.

In practice, I've used IE to access something I couldn't get with Mozilla or Firefox (excluding Windows Update) exactly once in the last year.
Setting up a browser-specific website tells your potential viewers that use other browsers to go away; if you're running a commercial site, that's generally a bad idea, since these are potential customers; and if you're running a non-commercial site, why limit your audience? Furthermore, the fact that the vast majority of websites are now generic would indicate that creating a generic site is considerably easier than MS-fans like yourself allege.

So what does an IE-specific website buy you then, other than possibly some of Microsoft's goodwill?
