Seems to me that Microsoft...
...just is not putting the resources into IE that they once did. I mean IE is still the same IE that I used in 1999. Nothing new and sure it did a good enough job but now Firefox does a better job.

This just common sense. Firefox is being worked on while IE isn't. Microsoft just toss a few bones to it's customers to make it look like they are doing something but anyone who's read about Long Horn knows they are doing Jack about IE as Long won't have a browser.
