Akamai are a distributed site
Bear in mind that now Akamai are caching the site now so its served up from local data centres caches. Akamai handle a lot of Yahoo stuff and Googles backup DNS.

If the DDOS came from abroad they would only be killing their local market cache. So there would be not point is serving up a denied page to fix a DDOS of the type you describe.

"what does it hurt to only let the people that it matters for, to see it?"
There's several million US citizens abroad with the right to vote, plus the armed forces.

But also it seems 'creepy'.
