MP3 is a fairly old format.
MP3 (MPEG Audio Layer 3, MPEG2 Audio Layer 3) are both fairly old. The sampling rate was/is ok for many people (see the number of MP3's that are available). In 1999, work was done on an improved MPEG format, MPEG4. While MPEG2 had an AAC, MPEG4 had a better one!

iTunes AAC happens to be the MPEG4 AAC, as MPEG4 is pretty much Quicktime Video. This has a higher sampling rate per cycle and produces a better sound. Since it is reasonably portable, you still have the problem of hardware (what is the sampling rate of the hardware, what is the digital sampling rate of analog data, etc.) To really figure this out may require some Fast Fourier Transforms (what audio engineers for DSP and other semiconductor audio chips deal with). So basically, it is a sampling rate issue, that determines the quality of the stored data. The hardware that you choose will determine the audio quality you hear for that sampling.

MP3 was a more compact format than WAV (what was typically on CD's), thus you could put more MP3's on a single 650MB CD (currently, CD's hold somewhere around 700MB, DVD's can hold 9.4 GB/side but DVD-RW tends to be less than half of that). DVD's hold MPEG2 audio (currently).

While Microsoft could not get ISO/industry backing for the WMA format as MPEG (Motion Pictures Experts Group), they did get some support for their format with HD-DVD's. This would require/does require that a codec be included in any hardware based playback device (HD-DVD player). This would mean that their audio format (WMA or whatever is current) would be included with that and thus be somewhat portable.
