Except...: Netscape doesn't need majority market share to survive; all it needs is enough users to justify continued development.

Remember also that Netscape and Mozilla (which are essentially the same thing) remain the dominant browser on every platform, except Windows, and maybe Macintosh (the only two platforms for which IE is currently developed).
