You can detect many kinds of spyware without downloading more of your own. Since the ISP can monitor and trace the traffic, it's easy to detect active spyware on the box. You just have to look for the telltale traffic signature. Spyware does it's job by "phoning home" with the purloined information. You can also use a port sniffer to look for Trojans that have install backdoor or zombie software on the box.
Now my Microsoft rant: they left the door wide open when they set up Windows, and they did it entirely to serve themselves. Now the WORLD is paying the price, to the tune of HUNDREDS OF BILLIONS of dollars of actual damages and lost productivity.
