They were not complacent, this was intentional!
They are trying to make the web old, stale, incompatible, and boring, so that when Longhorn arrives with all those new flashy proprietary technologies for building web-enabled applications, you will think you just have to have it.

The only fly in that ointment is that Longhorn will be on less than 5% of the desktops to start with. But, that said, I think they will have versions of these lock-in technologies for WinXP, Win2000, and maybe even Win98.

Of course the other problem with that strategy is that it depends on the open source community not making something that is standards based, and better, and available before Longhorn.

Look for Microsoft to cut to the chase and release the lock-in technologies for WinXP / Win2000 early if Longhorn is delayed yet again.
