This is complete crap
... that you don't understand what the First Amendment to the Constitution means.

The right to freedom of speech allows you to EXPRESS yourself without interference or constraint by the government. Not the right so say ANYTHING you want.
The government may prohibit some speech that may cause a breach of the peace or cause violence.
You may not endanger, harm, or afflict others. This infringer on THEIR rights.

So -
You can't go into a kindergarten class a recite George Carlin's "7 words" repeatedly.
You can't cause a panic ("Fire!" in a theater).
You can't send The President a death threat (or anyone else).
You can't make false accusations which you know are wrong (slander).
You can't lie in court under oath (perjury).
You can't yell and scream excessively (needlessly) in public using profanity. It IS illegal under laws of: Public disorderliness, disturbing the peace, public obscenity laws. {A simple "Dam I forgot my keys." is acceptable, as not everyone within a 50-foot radius can hear you, and it can be heard on the Disney Channel.}
