What happened
From the report I read:
She was yelling & cursing on her phone.
The officer came up and asked her to stop.
She ignored him.
He asked again.
She turned away.
He grabbed her arm and asked again.
She stuggled away from his grip, still yelling & cursing into the phone.
He grabbed her, she resisted.
He took her down.

Rarely do they act aggressively first without a number of warnings. Usually it's like in "Cops":
"Stop! Put down the knife! ... Put it down! ... Stop! ... I mean it! ... Really, Put It Down!"

Yes, yelling & cursing in public IS illegal. Public disorderliness. Disturbing the peace. Obscenity/Indecensy.

I don't know if she hit him or not (an arrestable offense).
The thing upsetting many people is that she is ~5 months pregnant. (The fetus was not hurt.)

Ever see the comedy clip from the Chris Rock Show- 'How NOT to get your azz kicked by the police' ?
It's funny, but oh so true. Google it.
Ex: Rule number one... Obey the law. If you jump a turnstile you may get off with a warning. If you jump a turnstile smoking a joint and carrying a pistol, maybe you NEED an azz kicking.
Rule number two... Be polite.
etc.
This should be shown to kids in Jr. High.
