I'm sure the policeman didn't throw the woman to the ground as soon as he came close. I'm sure he asked - very politely - for her to calm down. I'm sure that he didn't want to write any ticket - he just wanted to get her to calm down. I'm sure that she started yelling at him, just as she was yelling to the person on the phone. I'm sure she got many warnings before the policeman tried to get her to stop. I'm sure SHE overreacted, and a struggle ensued. I'm sure he used the proper amount of force to restrain her - without hurting her "too much" - as he is trained to do. I'm sure she didn't calm down and be sensible UNTIL she was face down on the ground.
