For what?

This is not an issue of concern to many people, including the pirates. Grass roots campaigns are successful only when there's a lot of money behind them.

And there's a reason companies pay for lobbyists in Washington who get them access.

You're advocating just an increase in the workload of the staffer who replies with potted text as soon as the issue is identified.

Only the industry making its money off playuing the content has enough money and influence to make a difference. And they want to harm people in their own way. In fact, they'd be very happy to be paid for limiting the capabilities of their own devices.
Government by profit potential.
