The most controversial section of the bill punishes Internet users who offer "for distribution to the public" $1,000 or more in copyrighted materials with prison terms of up to three years and fines of up to $250,000. If it became law, prosecutors would not have to prove that $1,000 in copyrighted materials were actually downloaded; they would need to show only that those files had been publicly accessible in a shared folder.

From a campaign speech:

In the closing days of the current House session, I proudly voted for a bill that could send your children to jail for 3 years, and lead to your paying a fine of $250,000.
I did it not because the public wanted it; much of the public breaks the law. I voted for it because people who have been among my most important backers for many years wanted to use the Federal law enforcement to save them the money they'd have to spend on bringing civil actions.
They wanted us to arrest their best customers for them, and we are eager to oblige.
The FBI has no more important job than finding out that your child has made available 6 albums of music for others to download. If we have to, we will double the law enforcement budget to protect corporate rights.
And how can I stand before you and justify this disgusting behavior? We did it for your children, the people we are going to arrest and imprison. Their lives may be ruined, but they will be protected.
I'm proud of my actions. Vote for me in November, and I swear your child will be in Sing Sing by March!!
