Not such a bad idea
Hotmail is the only service that ever offered the free export. Yahoo, Mail.com and nearly all of the others always required that one pay for exporting privileges.

Like it was said-the scripting from Outlook and OE makes it too easy to send out thousands of spams at one time. Just look at all the spoofed addresses that have the Hotmail domain. Nearly 80% of the junk I get shows a HM return address.

I have had the paid subscription for several years and I now have 2GB of storage without all the restrictions. I also have a free 100MB account with Yahoo (speaking of spam central!) and a GMail account that I am slowly moving a lot of my flotsam mail to (newsletters, on-line stores, etc.).

For my purposes, the export feature on Hotmail makes it worthwhile to keep paying for. It is one of the FEW things MS that I don't have issues with.
