They should concentrate on...
All my life I've heard that sort of rhetoric and have read in history books how Clarence Darrow used it in his pleadings long before most of us were born (paraphrase: we should be going after "real" criminals like the ones that run major corporations; small fry like my client are victims of circumstance). It is, nevertheless, a useless argument generally made by people who would oppose the proposed action under any circumstances.

Can Congress do more to clean up their own acts? Absolutely, but that doesn't mean that they should put off everything else until they do, nor does it mean that this bill is a bad one.
