Senator Hatch is outraged by what he sees solely as the theft of property. He is more than willing to be deputized by the content companies to pass laws which use the Federal government's resources to accomplish what the private companies' resources could not.

He looks at the activities of a quarter of the population, and sees only brazen law breaking. He feels compelled to do what he can to make them stop.

His approach is blinkered (ignorant of why p2p is popular) and relentlessly punitive. But he knows exactly what he's doing.
