Opinion, and I don't agree.
"What basis or principle does a student have to rate any teacher?"
What about the fact that they are with the teacher more than any other person? Consider it, in the presecondary stages, kids are with teachers more hours a day than teachers spend with their families or bosses (principals). At the secondary level they are trying to accomplish something: learning. Either the teacher/school is facilitating that or not.
"Common sense would tell you that most students will comb through and find the teachers they dislike the most and do a little revenge!"
Most students? Or those that share your mindset? This is a naive conclusion that is baseless at best. I would have loved this system when I was in school.

More opinion. Why do you feel the need to fluff up your post with this meaningless banter? Is it because you really don't have that much to say against the point?
"What needs to happen is... the school system needs to turn into a para-military type organization. teachers are promoted on their abilities, skills and knowledge. Young teachers should be assigned mentors, etc etc. This is the problem throughout the world!"
And you having had a distinguished career in education as well as having spent a lifetime performing sociological research are qualified to make this assertion?

Agreed. 100% agreed.

So, when you say career ladder, could you be referring to a rating/performance evaluation system? Maybe like the one you were ridiculing at the beginning of this post?
IMHO, student evaluation is *paramount* to the success of teachers. I think that a service such as this would have tremendous impact on educators' performance. It would make the cognizant of what students genuinely perceive and help them to take corrective action.
And yes, while some hecklers would contribute "bu11****" to the mix, I would think that it is up to the teachers (and maybe even censors) to filter through what is real, and what isn't worth their time.
