Fact is that YouTube BGP was down for two hours due to one of many carriers. Access was restored, or so I understand. Finally, other blogs remark that YouTube access was shut down because of something related to the elections, vote rigging, etc.
Even an earlier ZDNet posting in this matter was not quite sure what had happened.
Anyhow, this is all a bit over my head but here are some more details to the story:

I don't think it is quite as simple as 'YouTube access shut down over cartoons'.
